Changing my cpu?

i have recently bought and replaced my cpu wih a AMD Athlon XP 3000+ Socket A 462 but when i change the voltage in bios to 166mhz windows will not run but if i set it to 133mhz it runs fine ! what am i doing wrong ? i have 2.5 gbts of ddr ram
